What should I do about this man outside of my window?

There is a weird man outside of my window masturbating furiously like a madman about to be executed. He his holding binoculars looking into my window. I've tried to block the windows off my he won't go away! I did everything I can including chuck random objects at him, but he keeps on wacking! WAT DO?!?!
