What's this movie or probably tv/movie?

this is what i remember seeing off the movie, i saw this while on vacation and only got to see the middle part of the film. one of the characters is named Yvonne a homeless woman with 2 dogs (one is named Madman,i think). it also mentioned she had a brother named Gregory who was an olympian, the medal she always carried with her everywhere she goes. there was a lady cop that attempted to help her feed the dogs by buying some dog food them which she initially refused. that's all i saw in the film, and would love to find out the title. if you could also include a link to the film that would be great!!!!!! thanks in advance! :-)
